
Government introduces Bill on northeast
Why in news?
- The government quietly introduced a Constitution Amendment Bill in Rajya Sabha on Wednesday.
- Bill is one of the legislations announced in the past month in the wake of protests in the region following the passage of the Citizenship Amendment Bill, 2019, in the Lok Sabha.
More about the Bill
Increase in the power:
- Bill is to increase the financial and executive powers of the 10 Autonomous Councils in the Sixth Schedule areas of the northeastern region.
- Amendment will impact one crore tribal people in Assam, Meghalaya, Tripura and Mizoram.
From traditional to political:
- The move would mean panchayat and municipal body elections in these districts will be conducted by the state election commissions.
- One third of the seats in the local body will be reserved for women. Currently the village councils were headed by traditional village heads.
Taking NE at par with Rest of India:
- Decision can prove to be a game changer since it would bring these 10 districts of North East at par with the rest of the country and allow the elected councils more finances to carry out developmental works in the agriculture, water management and road construction sectors.
