India to actively curb ‘conflict’ diamonds

Why is it in the news?
  • India assured the global community that it would actively help in the evolution and transformation of the Kimberley Process (KP).
  • It assured the active role for transiting from 'conflict diamonds' to 'peace diamonds'.
  • Also, India is the chair of the Kimberley Process Certification Scheme (KPCS) for 2019.

About Kimberley Process:
  • The Kimberley Process started when Southern African diamond-producing states met in Kimberley, South Africa, in May 2000.
  • The states discuss ways to stop the trade in ‘conflict diamonds'
  • It works to ensure that diamond purchases were not financing violence by rebel movements.
  • In December 2000, the United Nations General Assembly adopted a landmark resolution supporting the creation of an international certification scheme for rough diamonds.
  • By November 2002, negotiations between governments, the international diamond industry and civil society organisations resulted in the creation of the Kimberley Process Certification Scheme (KPCS) .
  • The KPCS document sets out the requirements for controlling rough diamond production and trade.
  • The KPCS entered into force in 2003, when participating countries started to implement its rules.
Conflict diamond:
  • Also called as Blood diamond  defined by the UN as any diamond that is mined in areas controlled by forces opposed to the legitimate, internationally recognized government of a country and that is sold to fund military action against that government. (To finance insurgency).
