(1) He raised concerns over heavy pendency of cases in various courts.
(2) To remedy the situation VP suggested on
(A) Expanding the Supreme Court Bench and having separate Benches in different regions and to begin with,establishing one bench in Chennai on a trial basis.
(B) Increasing the number of judges in the apex court.
(C) Division of work into Constitutional Division and Courts of Appeal.
(D) Raising the age of retirement of judges.
- What VP has to say about Anti-Defection
- VP spoke about revisiting the 10th Schedule of the Constitution because
(1) election petitions, criminal cases, and disqualification proceedings under the law were not decided even after the legislators completing there term.
(2) Of inaction by Speaker or Chairman, the legislators continue in the new party andeven become becoming Ministers in the government.
(3) On Mediahe suggested them to be a dispassionate watchdog, an honest messenger, a friendly adviser and a wholesome entertainer.
About
Anti- Defection
- The law intends to prevent political defections because of promise of reward of office or other similar inducements.
- The law inserted Tenth Schedule in the Constitution in 1985, laying down the process by which legislators may be disqualified on grounds of defection.
- The Presiding Officer of a legislature based on a petition by any other member of the House can initiate the proceedings of disqualification.
- A legislator is deemed to have defected if
(1) he either voluntarily gives up the membership of his party or
(2) disobeys the directives of the party leadership on a vote i.e. abstaining or voting against the party whip on any issue can lose his membership of the House.
(3) The law applies to both Parliament and state assemblies.
