Solution to Naga issue likely soon: CM

Why is it in the news?
  • Nagaland Chief Minister Neiphiu Rio greeted people on the occasion of the 57th Statehood Day, contending that the long-awaited solution to the Naga political issue might be in sight.

  • Background:
(1) The Government of India and Naga rebel groups had been long engaged in peace talks.
(2) The Nationalist Socialist Council of Nagaland (Isak-Muivah) signed a framework agreement in August 2015.
(3) The NSCN was formed in 1980, inked a ceasefire agreement with the government in 1997 and has been negotiating since. So have been other rebel groups since 2017.
  • State Formation and the Discontent:
(1) Nagaland state was formed in 1963 after signing of the 16-Point Memorandum between GoI and the Naga People’s Convention (NPC) in 1960.
(2) NPC was supposed to be the peace-broker between the insurgents and the government.
(3) This did not satisfy rebel groups or the aspirations of Nagas, as their demand was then sovereignty and not a state within the Union of India.
