
Surrogate mothers need not be close kin
Why is it in the news?
- The Rajya Sabha (RS) panel on the surrogacy bill has recommended that surrogate mothers should not be restricted to "close relatives".

(1) Omission of five year time limit before seeking surrogacy.
(2) Permit single woman and Persons of Indian Origin (PIOs) to avail surrogacy.
(3) Removing the requirement of five years as the period of inability to conceive before opting for surrogacy.
(4) Increasing the insurance cover for the surrogate mother from 16 months proposed in the bill to 36 months.
- Background:
(1) The surrogacy bill 2019 was passed by the Lok Sabha in August 2019.
(2) The Bill seeks to ban commercial surrogacy seeks to prevent unethical practices, exploitation of surrogate mothers etc.
- Key Provisions of the Surrogacy Bill 2019:
(1) The bill seeks to "allow ethical altruistic surrogacy to the intending infertile Indian married couple.
(2) The couple should be between the age of 23-50 years and 26-55 years for female and male, respectively.
(3) A woman should be allowed to act as a surrogate mother only once and should be a close relative of the intending couple.
(4) The surrogate mother should be an ever-married woman having a child of her own and between the age of 25-35 years.
