
Surrogacy Bill
Why is it in the news?
- The Union Cabinet approved the Surrogacy (Regulation) Bill, 2020, after incorporating the recommendations of a Rajya Sabha Select Committee.
- The Bill is aimed at banning commercial surrogacy and allowing altruistic surrogacy.
- The Bill was passed by Lok sabha nd sent to Rajya sabha and then to Rajya Sabha select panel.

- New Provisions of the Bill:
(1) It allowed “willing” woman to be a surrogate mother.
(2) The Bill would benefit widows and divorced women besides infertile Indian couples.
(3) It Removed the requirement of five years as the period of inability to conceive before opting for surrogacy.
(4) It increased the insurance cover for the surrogate mother from 16 months proposed in the bill to 36 months.
- Concept: Surrogacy refers to a practice where a woman gives birth to a child for an intending couple with the intention to hand over the child after the birth to the intending couple.
- There are two main types of surrogacy:
(1) Traditional: In this method, the surrogate mother is impregnated with semen from the intended father or sperm donor and uses her own eggs. This means that the surrogate mother is genetically related to the child.
(2) Gestational Surrogacy: This procedure involves in vitro fertilization (IVF) with the eggs of the intended mother or those of an egg donor. This arrangement means that the surrogate mother is not genetically related to the child.
