
Re-Verification of NRC
Why in news
- The Centre and the State of Assam urged the Chief Justice of India to extend the deadline for the final publication of the National Register of Citizens (NRC) from July 31, 2019, to a “future date”.

- They also requested the Supreme Court for more time to conduct a “sample re-verification process” of the names included in the draft NRC published on July 30, 2018.
- They said a 20% sample re-verification of the names should be conducted in districts bordering Bangladesh where there is higher illegal migration from Bangladesh and a 10% sample re-verification in the remaining districts.
- The applications further sought that the sample re-verification should be undertaken at a place different from where the NRC exercise happened.
Why go for re-verification
- Union Home Ministry, in its affidavit, attached a letter from an Assam-based NGO, Sachetan Nagrik Mancha, Axom (SNM), that had demanded an error-free NRC containing the names of all Indian citizens of Assam with complete exclusion of all “illegal migrants”.
- It is also because the exercise of sample re-verification must necessarily follow before the publication of the final list.
- The Centre said re-verification should be done for both inclusions and exclusions.
Why the need for extension
- The Union Ministry of Home Affairs (MHA), in its application, mentioned the “unprecedented large scale complexities involved in the NRC process.
- The Ministry informed the court that the NRC exercise had created apprehensions in the minds of the citizens and could very well impact social harmony, and law and order in the State.
The Number Game
- Out of 29 crore applicants, around 40 lakh people were excluded from the final draft NRC that was published on July 30 last year.
- Another one lakh were excluded in another list published last month
- Of these, 36 lakh people filed claims against the exclusion whereas objections were filed against inclusion of 2 lakh persons.
