  • The Lok Sabha has passed the Protection of Human Rights (Amendment) Bill, 2019.

  • Provisions of the Bill
(1) Speedy appointment of Chairperson and members of the National Human Rights Commission (NHRC).
(2) Additional Members in NHRC which includes chairpersons of the National Commission for Backward Classes, the National Commission for the Protection of Child Rights and the Chief Commissioner for Persons with Disabilities.
Significance of the Amendments
  • Every section of society now has representation in the commission.
  • Transparency in the appointment of chairman and members of the commission
  • It helps in filling up all the vacancies.
Criticism
  • The Bill has been termed as piecemeal and cosmetic by the opposition.
  • Violation of Human Rights in the detention tribunals in Assam over the National Register of Citizens.
About NHRC
 
  • It is a statutory body set up under first under Protection of Human Right’s Ordinance which was later replaced with the Protection of Human Rights Act1993.
  • Its Functions are
(1) Enquire into violation of Human Rights by Govt or the by public servant.
(2) Making recommendation in granting relief to victims and their families.
(3) Review the safeguards provided under the Constitution or law.
(4) To study treaties and international instruments on Human Rights and make necessary recommendations
  • States may also constitute similar States Human Rights Commission (SHRC)to perform the functions mentioned in the Protection of Human Rights Act 1993. As of now 25 states have constituted SHRC.
