Delimitation exercise ahead of Assembly Polls

Why in news?
  • Election Commission (EC) held its 1st meeting to undertake delimitation exercisefor the Union Territory(UT) of Jammu and Kashmir(J&K).
  • The exercise which is mandated under J&KReorganisation Act is a step towards holding elections.

  • Officials in the Home Ministry have hinted about polls in the UT of J&K to be held in March next year.
  • About the Delimitation exercise
(1) It is to divide total population to 114 seatsto get average number of electors per constituency.
(2) The boundaries of the constituencies will avoid splitting of administrative units as far as possible.
(3) Jammu and Kashmir Reorganisation Act specifies the delimitation will be based on the 2011 census till 2026.
  • The Number Game
(1) The new Assembly, to have 114 seats, as against the strength of 111 seats in the old assembly. The Ladakh region had four seats.
(2) Of these 114 seats 24 are allocated to Pakistan-occupied Kashmir (PoK).
(3) This indicates elections to be held for the remaining 90 seats.
(4) The seven extra seats will be added to the strength of the House.
(5) To which parts of J&K these extra seats are to be assigned is yet to be decided.
  • Reserved seats for SC's and ST's are to be included in the exercise.
  • Population of around 8 lakh are settled in Jammu who were displaced during Partition.
  • They don’t have the right to vote so far as the Assembly polls are considered.
