
Excluded Applicants to be heard
Why in news?
- Persons excluded from Assam’s National Register of Citizens (NRC) will be not immediately put in detention centres.
- The Final list of NRC is to be published on 31 Aug.

- Only after exhausting all legal options (such as Foreigners’ Tribunals (FTs), the High Court and the Supreme Court) will a decision be taken on the excluded applicants.
- Foreign Tribunals(FT’s)
(1) By September 1, 200 FTs will be operational; 100 of them already exist.
(2) The Ministry of Home Affairs has sanctioned 1,000 FTs that will come up in phases
(3) MHAhas amended the Foreigners (Tribunal) Order, 2019empowering even an individuals to approach the FT, a luxury enjoyed by only the State administration earlier.
(4) Also the time to appeal before the FTs is also being increased from 60 to 120 days.
- NRC Exercise
(a) It was initiated to identify illegal migrants entering India from Bangladesh after March 25, 1971.
(b) The list is being updated as per the direction of SC.
- The Number Game
(1) Already around 41 lakh have been excluded from the draft lists published in July 2018 and June this year.
(2) Around 36 lakh have filed claims against their exclusion.
(3) Objections have been filed against two lakh inclusions.
(4) From 1985, when FTs were first set up in Assam, till February 28 this year, 63,959 persons were declared foreigners through ex parte proceedings.
