Why in news
- Lok Sabha has passed Unlawful Activities Prevention (Amendment) Bill, 2019.
- The Bill allows for designating an individual suspected of terror links as terrorists.

- Rationale behind the Provisions
(1) Terrorism has to be dealt with strict laws.
(2) The United Nation, China, Israel even Pakistan has provisions to declare an individual as terrorist.
(3) If not designated as terrorist could set another organisation after the present one is banned.
- Why the Opposition
(1) Opposition has terming the Bill as draconian, demanding its scrutiny by the Parliamentary standing committee.
(2) They are fearful that the law could be misused to target individuals, minorities, right activists, opposition leaders and others.
About UAPA Act,1967
- The Act is aimed to prevent unlawful activities by making the required powers available for dealing activities against integrity and sovereignty of India.
- The Act was further strengthened by subsequent Amendments mostly importantly was the Amendments in 2004.
- The Amendments were to do away with the difficulties faced in its effective implementation and to align the Act with international commitments.
- The Amendments Criminalised
(1) Raising funds for the terrorist act.
(2) Holding proceeds of terrorism.
(3) Membership of a terrorist organisation.
(4) Support to a terrorist organisation.
- It also increased the time availability from 3 to 6 months for filing of charge sheet by the law enforcement agencies.
